"instruction in crime,"

This is in particular need of clarification.

What is "Instruction in crime"?
Would a guide to lock-picking fall under this category? Because lock-picking is a perfectly legal activity. So is hot-wiring a car, disabling an alarm system ect. There are many other activities that could be used to commit a criminal offence.

If instruction in crime is prohibited then security experts are now outlaws in Australia.
